The harsh evaluation threshold has discouraged most companies of average level, but being able to cross the threshold does not necessarily prove that the company's level is high. For example, once a consumer sues an enterprise for a product or service that does not meet the standards, the enterprise will completely lose the lawsuit; moreover, even if the product of the enterprise meets the "bottom line" standard, it will face the failure to meet the higher standard requirements promised by the enterprise.
